    • Cross-functional evaluation, with Quality holding veto rights on non-compliant features.
    • Pilots designed to test both technical performance and usability in real workflows.
  5. Commercial Negotiation & Contracting

This model keeps everyone in their lane:

  • Quality owns “What is acceptable?”
  • Technical functions own “How do we implement it correctly?”
  • Procurement owns “How do we buy it wisely?”
  • Leadership owns “Do we accept this level of risk?”
